CHENNAI: Chennai airport expansion gets turbulent as local people are infuriated over 300 new houses to be demolished to construct the parallel runway. These houses under construction will soon be demolished.

The state government is acquiring 1070 acres of land between Manapakkam and Tharapakkam for the expansion plan despite having approved this area for construction earlier.

Kalyanaraman a victim of proposed demolition said, 'In all fairness the government should look for a different plan. Most of these families have already obtained loans. They are now required to repay although their dream homes will soon come under the hammer.

'Tamilselvan another victim said, 'No more construction has taken place Still we have been paying EMIs of twenty thousand rupees.'

Sathya also lost his house and said that because of agony and mental torture they are not able to concentrate on anything.

The state government says this is the only option which causes the least displacement and has assured people reasonable compensation.With real estate prices sky rocketing in Chennai this is no consolation for those who are losing their lifetime earnings.

It also raises the question that those who built their houses in government approved land be penalized.

Airport project: land acquisition notices stayed

CHENNAI: The operation of individual acquisition notices issued to owners of lands, identified for the Chennai Airport Expansion Project, was stayed by the Madras High Court on Wednesday.

Admitting the petition filed by 15 residents of Marvel Riverview County Phase II in Manapakkam, Justice P. Jyothimani issued notices to State Transport Secretary, Kancheepuram District Collector and Sriperumbudur tahsildar.

When the matter came up for admission on Wednesday, the Additional Government Pleader sought two weeks’ time to file counter.

Granting time, the Judge said, “In the meantime there shall be an interim injunction.”

The matter was adjourned to December 19 for further proceedings.

The petition challenged the legislative competence of the State Government to initiate the acquisition proceedings when parliamentary legislations – the Aircraft Act and Airports Authority of India Act 1994 – had the exclusive jurisdiction for acquiring lands.

K.M. Vijayan, senior counsel for the petitioners, submitted that the Union Government was the appropriate authority to decide the place of airport and land acquisition for airport.

The petitioners, further, contended that the notices were issued under the Tamil Nadu Acquisition of Land for Industrial Purposes Act, and added that the Act was not applicable for the purpose of airport expansion.

THE AIRPORTS AUTHORITY OF INDIA ACT, 1994 NO. 55 OF 1994 As Amended by the Airports Authority of India (Amendment)Act 2003
Section 19. Any land required by the Authority for the discharge of its functions under this Act shall be deemed to be needed for a public purpose and such land may be acquired for the Authority under the provisions of the Land Acquisition Act, 1894 or of any other corresponding law for the time being in force.

Land Acquisition Act 1894 - "6. Declaration that land is required for a public purpose. - (1) Subject to the provision of Part VII of this Act, [appropriate Government] is satisfied, after considering the report, if any, made under section 5A, sub-section (2)], that any particular land is needed for a public purpose, or for a Company, a declaration shall be made to that effect under the signature of a Secretary to such Government or of some officer duly authorized to certify its orders"

I am not a lawyer - and I am not privy to the way Vijayan functions - therefore please excuse me when I say that the case filed seems to be on a weak wicket. (By the way - I am also affected by this expansion - in Phase I of Macromarvel project - in Manapakkam).

I am eagerly waiting for Dec 19th - when the govt will respond. Das - can you please update the website?

Murthy - i hv not received any notice so far. The sources of my post were the Acts themselves. however, dailythanthi (13-Dec,2007) carried extensive survey numbers (for kolapakkam i believe). (www.dailythanthi.com/thanthiepaper)

Hey is it expansion at the cost of lesser mortals?
There are 6-7 5 star hotels near meenambakkam. Will the government pay heed to the middle clas cries? If they build a green field airport at Sriperumbudur, why the need for expansion at meenambakkam? I see sinister design as a new int'l airport would mean reduction of income for the 5 star hotels! Are the hotels by proxy pushing the TN Govt for meenambakkam expansion?

Moreover one question remains. Anyway the airport requires 4000+acres. Present airport is approx 1200 acres and a further 1070 acres in addition will only make it 2270 acres! Will it suffice? Or will the TN govt ask for more land in the next adjoining areas after this expansion?
Does it sound like the familiar camel in the tent story?
Will then the now happier pozhichalur and cowl bazar residents have any cause for cheer?
The present airport expansion will not only cause inundation in the adjoining areas as recently seen in the past 3-4 days of incessant rain in the areas,the new runway will become weak and will it be ready to receive the boeing 787 and Airbus 380 in fuure? i think the plan is extremly shortsighted, and dangerous and anti-people.
Please common man think.
Only a greenfield airort at Sriperumbudur for which land has already been acquired will help. No use troubling the middle class. Let more international 5 star hotels come near Sriperumbudur.
Please TN govt develop Sriperumbudur. Chennai is aready choked. Please dont add more carbon by increasing air traffic in Meenambakkam.

Compulsary acquisition of land by TN government from Manapakkam area is nothing different from day light robbery. People from middle class families have invested their life time savings in getting a plot and house in this area after following all government proceedures. Since government was unable to acquire land from the originally marked areas of Pozhichalur etc because of intense pressure from local population as well as some political partners, government suddenly changed tacks and went all out against those inhabiting manapakkam area. Manapakkam was perceived as a soft target by TN government as the residents are from diverse strata of society and of all india services.
Airport authorities, till May 2007, were not interested in manapakkam land because of the soft soil and interfering adyar river. Suddenly they found it suitable. This phenomenon is also not explainable.
Will Chennai airport authorities be happy after this acuisition. What are their plans for future, say the next 15 -25 years. Are they having any vision for the future. Definitely this place will then become inadequate and they will again have to start afresh from scratch. Why can't they start that exercise today itself, instead of succumbing to short term gains and other pressures.

Karunanidhi has failed his promise of mandating Tamil annoucments in Tamil Nadu aiports and flights. He has also provided reservation in TN for staff who fail to know Tamil.

His biggest achievment is stoppage of Tamil annoucement is Chennai domestic airports.

What can you expect from a person who has no shame who pretends he loves Tamil but will recite Hindi poems for his personal gain.
