Can you pls clarify the time line. The affidavit is signed on 18 Dec. Was it submitted the same time? What about the AAI reply to the RTI petition, that they do not have a proposal for a parallel runway? That contradicts the letters quoted in this reply. Have the other respondents AAI and CMDA made their submissions?
1. According to Page 12 of the counter affidavit, the total aircraft movement for the year 2019-20 is 316000. Which is nearly 36 aircraft per hour (=316000/(365*24))
2. But the civil aviation press release dated 13-Nov-2007 states secondary runway expansion is able to handle 50 aircraft per hour. http://pib.nic.in/release/release.asp?relid=32583 So the parallel runway cannot be really justified.
3. Moreover, before starting any project, the financial viability of must be evaluated. Internal rate of return (IRR) & Economic rate of return (ERR) must be arrived to check the financial viability. Currently such evaluation is done only for secondary runway expansion as stated in the press release. Request can be made through RTI, to find such calculation is made for new parallel runway.
4. If the government & AAI has decided to construct greenfield airport, it can be completed much earlier than 2020.
Greenfield airports at Hyderabad and Bangalore are constructed within 4-5 years of time.
If the goverment can start the greenfield airport work immediately, there is not a need to extend secondary runway either; as the existing runways can handle the aircraft movement till 2016 as stated by AAI many times.
